Mission Statement

The Advanced Expert Group for Intervention and Security was established to protect the citizens of the United States from threats arising from metahuman activity, anomalous phenomena, and extranormal incidents. Our mandate is to catalogue, monitor, and where necessary, intervene.

The Halden City Regional Command serves as the primary coordination hub for all metahuman-related incident response in the greater Halden metropolitan area. We operate in partnership with local law enforcement and select registered superhuman operatives under the framework established by the Metahuman Accountability Act of 2018.

This public portal provides authorized access to non-classified information about registered operatives, district threat assessments, and approved organizational summaries. For emergency metahuman incident response, contact MTR Dispatch directly.

Metahuman incidents here receive the fastest response times and the most resources. That is a policy decision, not a reflection of frequency.

The Ironworks

Zone 4 // Former Industrial

Once the city's industrial core. Now a sprawl of shuttered factories, active shipyards fighting for contracts, and neighborhoods where formal law enforcement presence has been inconsistent for thirty years. Street-level metahuman activity is elevated and underreported.

A.E.G.I.S. maintains surveillance capacity here. Intervention policy in the Ironworks is under ongoing review.

Riverside Ward

Zone 2 // Residential & Transit

Row houses, corner markets, crowded sidewalks, the city's busiest transit arteries. Riverside is where most of Halden actually lives. When superhuman conflicts spill from other districts, it is Riverside that pays first and rebuilds fastest.

Alliance street-level operatives are most active here. A.E.G.I.S. considers this district a primary community liaison priority.

The Glass District

Zone 3 // Research & Development

Pristine research campuses, private laboratories, and carefully worded press releases. Breakthroughs in medicine, energy, and metahuman enhancement originate here — as do a disproportionate number of classified containment incidents that never reach public record.

A.E.G.I.S. maintains a significant presence in the Glass District. Further details are not available through this portal.

Monument Circle

A grand plaza ringed by statues of fallen heroes and government buildings that honor them. Public ceremonies, protests, and superhuman confrontations all converge here. Fog over shipping cranes and water that never seems entirely calm. Cargo moves in and out at all hours — some of it documented. If something arrives in Halden City by sea and does not appear in any manifest, it touched Blackwater first. The dockworkers' union has kept its own records since 1958.

The Alliance — Sanctioned Superhuman Cooperative

The Alliance is the primary registered superhuman team operating within Halden City. Founded 2015 under a cooperative framework brokered by Paragon, the Alliance maintains a knowledge-sharing channel with A.E.G.I.S. Halden Regional Command. This is a cooperative arrangement. It is not a subordinate one.

The Alliance operates from a privately maintained facility in Crownpoint. Their operational mandate is broad and self-defined. A.E.G.I.S. has oversight authority in theory and limited leverage in practice. This tension is managed through ongoing dialogue at the director level.

The Alliance has demonstrated consistent commitment to public safety and civilian protection. They are not A.E.G.I.S. assets. They are not under A.E.G.I.S. command. This distinction is important and is occasionally a source of friction.

He has spent every year since trying to earn what he was given. He is the Alliance's most public face and its most reluctant symbol. He believes the job is not to be celebrated. It is to show up.

On the evening of November 1st, Alliance operatives responded to a coordinated disruption at Monument Circle involving an unregistered individual later classified by A.E.G.I.S. as a Beta-level incident. The situation was resolved without civilian casualties. Three individuals were detained and transferred to A.E.G.I.S. custody per standard protocol.

The Alliance acknowledges reports of several individuals operating in a semi-sanctioned capacity within the Riverside Ward and Ironworks districts. These individuals are operating under informal mentorship arrangements with Alliance members and have not yet completed formal A.E.G.I.S. registration.

You are reading a statement from people who have decided they are the answer. Ask yourself: who decided that? Not you. Not the city. Not any process you were part of. Someone with very particular abilities made a very particular choice, and now those abilities define the shape of safety in your neighborhood. We are not asking you to be afraid. We are asking you to notice. The Alliance is accountable to no one. Their press office is very good. These are not the same thing.

We want to be transparent with the public about this process. The Alliance takes its responsibility to emerging metahumans seriously. Mentorship and guided integration into formal frameworks is preferable to isolation or unsanctioned independent operation.

This October marks ten years since the Alliance was formally established as Halden City's primary registered superhuman team. Over the past decade, Alliance operatives have responded to more than four thousand classified incidents, collaborated with A.E.G.I.S. on dozens of major containment operations, and maintained a consistent presence across all six city districts.

We are proud of what this team has built. We are under no illusions that the work is finished. Halden City continues to face challenges that require exactly the kind of response the Alliance was designed to provide. We intend to be here for the next ten years, and the ten after that.

Thank you to the people of Halden City for your continued trust. It is not something we take for granted.

WHAT WE KNOW:

On October 31, 1999, Dr. Gabriel Virek — host of the Renegade Force — engineered a globally televised confrontation with the previous Paragon. During the battle, broadcast codes were interspersed in the feed. Those codes, for those who followed them, led to partial decryption keys for what Virek called "The Papers."

Virek died. The previous Paragon died. The broadcast cut out.

What was revealed in those fragments: documented proof that Paragon intervened in a foreign election in 1971. Two other similar interventions strongly implied but not confirmed. The papers themselves — the full archive — were never released.


WHAT WE DON'T KNOW:

Where the remaining cache is. The 2022 Blackwater find gave us the 1971 file — authenticated, injuncted, partially suppressed. That's ONE document. Virek's papers are understood to cover nearly FOUR DECADES of interventions. We have a fragment.

There is someone who doesn't want the rest found. We have been operating under that assumption since 2001. Nothing has changed that.

This is where you always lose me, Gabriel. "Someone doesn't want it found" does the work of an entire argument without actually being one. AEGIS has legal injunction authority. The government has classification authority. These are not conspiracies, these are bureaucratic tools that get used constantly. The 2022 cache got injuncted because that's what happens to leaked classified documents, not because of a shadow agenda.

I'm not saying Virek was wrong. I'm saying the leap from "one confirmed election intervention" to "four decades of systemic manipulation" requires evidence we don't have. One document is not a pattern. It's one document.

The pattern is the evidence, skeptic. The pattern of suppression. The pattern of classification. The pattern of A.E.G.I.S. restructuring exactly when their containment failures become public knowledge. The pattern of the previous Paragon's interventions accelerating year over year from 1963 until 1999 until someone finally forced a reckoning.

Virek spent TWENTY YEARS assembling those papers before the Renegade Force found him. He was not a crank. He was a UN policy advisor. He had access. The reason his publication scared people is because it was methodical.

The new Paragon — Roberts — seems better. More restrained. But restrained is not the same as accountable. And the Alliance has been quietly expanding its junior operative program in the last six months and I am not the only one who has noticed this.

Right now, in this city, there are young people with abilities that are still forming. They are being guided — informally, outside A.E.G.I.S. oversight — by individuals who have already decided what heroism looks like.


Those mentors have histories. Some are public. Most aren't.


The Alliance calls it mentorship. A.E.G.I.S.'s internal notes say something different. The young people themselves haven't been asked.


WHO DECIDES which abilities get cultivated and which get contained? Who decided it would be these particular people, shaping these particular kids, right now?

The Alliance's junior operative expansion is real. It's happening now. I don't have names but I have enough: there's at least one individual in active mentorship with Riley Thomas whose file A.E.G.I.S. MANIFEST Division has flagged as anomalous. A.E.G.I.S. is watching but not intervening. That is a choice. That is someone deciding to let something happen while appearing not to.

But the question itself is legitimate. Who decided the mentorship arrangements? That's worth asking. The Alliance press release was vague on purpose — "informal mentorship arrangements" is doing a lot of work.

What I will push back on: the framing that mentorship = control. Sometimes experienced people help less experienced people and it's just... that. Not every asymmetric relationship is an exercise of power over someone. Some of them are just people learning things they need to know.

That said — yeah, I want to know who these kids are. I want to know what A.E.G.I.S. knows that they're not saying. The MANIFEST thread established that the division has flagged at least some of them. That's worth following.
